Does plaque blast spray really work?

my dog has really yellow teeth and bad breath and DOESNT chew on chew toys for whiter teeth!! the vet says for him to get his teeth cleaned that costs $400!! i saw plaque blast on tv... and i need to know if it works.. any opinions??
