Is it sexual assault?

a few years ago i consented to someone giving me oral sex and then right before the act took place, i told the individual that i didn't feel comfortable and didn't want to go through with the act. this person pulled down my pants and did it anyway. i reported it to the police and they said that it was consensual and there was nothing that they could do.
