What are the Florida laws on consensual sex?

It's all pretty confusing. The conclusion I've came to is it's illegal for someone 15 or younger to have sex with anyone but if they have sex with someone 14 or younger charges can't be pressed because you can't charge someone that young with rape. A 16 year old can have sex with anyone 16-23 as long as it's consensual. And if a 16 year old has sex with anyone older than 23 or younger than 16 even if it's consensual it's statutory or if anyone older than 14 has sex with a 15 year old it's also statutory rape. Is all his correct? Did I miss anything?
