Who would be more likely to go to jail in this situation? Why?

If a 20 yr old woman claimed she was date raped by a 16 yr old. He claims it was consensual, she said it wasn`t. DNA proves they did indeed have sex. Who is getting arrested?Is this clear cut or do other things need to be considered? Like the size and maturity of the boy,who reported it (does it matter she reported instead of him), or the fact that he is a teenage boy as opposed to a teenage girl?
